Director of Institutional Research and Compliance Job Description

Job Summary
Reporting to Provost or Provost’s designee, the Director of Institutional Research and Planning will provide vision, leadership, and management of a comprehensive institutional research program that supports the College’s mission and strategic initiatives and that supports institutional accountability and continuous improvement. The Director works with designated others in the Provost Office to maintain a compliance calendar and ensures that the College remains in compliance with any local, state, federal regulatory requirements as well as regional and any state and professional accreditation agencies.
Leveraging institutional data, sophisticated analytical techniques, and market analysis, the Director provides critical and trusted decision support to a broad range of administrative planning and decision-making efforts. The Director will support the development of metrics for the institution's strategic planning; plan, design and conduct and/or oversee research to meet compliance with state, federal, and college requirements and accreditation standards; and ensure accuracy of state, federal and college reports on student outcomes.
The Director coordinates both internal and external data and analytics requests, ensuring timely and accurate reporting. Working collaboratively across the institution, the Director will focus on survey design and deployment, institutional data collection and analysis, and student outcomes including student retention, graduation, and alumni progression.
Essential Duties and Responsibilities
Institutional Research and Planning
- Manage the activities of the Office of Research, Planning and Effectiveness.
- Establish methods and systems for data retrieval, modeling and analysis.
- Provide support for the establishment of accountability measures and key performance indicators.
- Direct and coordinate institutional research information reporting to other institutions and agencies.
- Create and regularly update the College’s fact sheet.
- Support and advise on market research and compile market research briefs.
- Interpret research findings and use appropriate methods to report such findings, with particular emphasis on findings that influence institutional decision-making and policy development.
- Develop, prepare and deliver multimedia presentations; disseminate regular trend reports to the college community.
- Provide data, research, and analysis for accreditation studies and compliance.
- Establish data systems to support strategic planning and strategic decision-making across the College.
- Provide data that assists in the development and evaluation of institutional grants and contracts.
- Work closely with the Office of Student Information Services on technical issues involving institutional research data collection, storage, backup and archiving as well as on issues concerning data accuracy and access.
- Monitor data integrity and oversee the development and maintenance of up-to-date and accurate information databases to support demographic, enrollment, strategic planning, special programs, and institutional performance research, processes, and decisions.
- Represent the College in local and regional research and planning groups; keep abreast of developments in the areas of higher education institutional research and business intelligence and reporting requirements.
- Maintain membership for the institution in organizations related to institutional research, such as North East Association of Institutional Research and/or Association for Institutional Research.
- Provide assistance to the Provost, Associate Provost, VP for Enrollment, and VP of Finance on enrollment trends.
- Lead data warehouse development and maintenance, including collaborating with campus end users in managing data definitions.
- Develop queries to manipulate the data into the format needed (reports or dashboards), particularly within the data warehouse.
- Oversee the development, administration, analysis, and reporting of college-level surveys and development of key performance metrics.
- Serve as co-chair to the Quality Assurance Committee

Compliance
- Works with designated others in the Provost Office to maintain a compliance calendar.
- Maintains a compliance calendar.
- Contributes IR data to compliance reporting related to federal, state, institutional and program accreditation, to include but not limited to Integrated Post-Secondary Data System, Title II, NC-SARA, New England Commission of Higher Education, Massachusetts Department of higher Education, Massachusetts Department of Elementary and Secondary Education, California Bureau of Private Post-Secondary Education, Puerto Rico Council of Education and Veterans Administration.
- Serve as the institutions IPEDS keyholder
- Timely submits information required for NC-SARA participation.
Preferred Qualifications
The successful candidate will possess a master’s degree or have equivalent professional experience, will have an in-depth understanding of institutional research issues and processes, and possess relevant experience that includes data collection, analysis, and interpretation; state and federal agency reporting; and project management.
Skills
- Experience in the area of institutional research, data analysis, strategic or academic planning, decision-support, data-mining, or related fields; experience in higher education is preferred.
- Experience building a data warehouse and knowledge of SQL.
- Excellent analytical, problem-solving, project planning and implementation skills, as well as consulting, relationship building, and strategic thinking skills.
- Proficiency with statistical software packages such as SPSS and possess solid statistical reasoning skills.
- Ability to provide advanced quantitative analysis; a functional understanding of relational databases, data warehousing concepts and techniques.
- Experience using relevant labor and market data resources.
- Proven ability to work well in a multicultural and diverse environment.
- Excellent oral and written communication skills, public speaking, and interpersonal skills to interact and collaborate with stakeholders at all levels.
- Highly developed data visualization skills and presentation skills.
- Ability to communicate complex and technical information in a clear and concise manner.
- Ability to attend to multiple projects simultaneously and determine priorities.
- Work independently with little direction in a multi-project, fast-paced environment and meet concurrent deadlines.
